This monitoring report provides a brief status update on select counties in Maryland and the activities associated with the planning, development and operations of data centers in their jurisdictions. This report rotates its coverage of the counties throughout the year.
This Month's Updates
Charles County
An Internal Data Center Workgroup was formed to explore zoning changes to bring data centers to Charles County. On September 20, 2025, staff held a community meeting on data centers at Mary B. Neal Elementary School.
On October 7, 2025, a briefing on data centers and a draft Zoning Text Amendment (ZTA #25-187) were presented to the Board of County Commissioners. The Commissioners approved moving the Zoning Text Amendment forward to the Planning Commission. In addition, a public process was implemented:
- Public Hearing on November 17, 2025
- Work Sessions in December 2025 – January 2026
- Recommendations to the County Commissioners in January – February 2026
- Briefing and Public Hearing in Spring 2026
Charles County will continue to explore this industry, which could provide economic diversification to reduce the over-reliance on commuter residents and government employment.
Calvert County
Calvert County recognizes it is an attractive location for high-tech industry, but the County is also committed to responsible growth that respects the rural character of the region. There has been fervent debate over co-locating data centers at the Calvert Cliffs Nuclear Power Plant.
In August 2024, County representatives began engaging in data center research. By March 2025, the County adopted a Zoning Ordinance identifying where data centers may be located. On September 29, 2025, a Data Center 101 Informational Session was held to provide the community with an understanding of the impact of the industry.
At present, no decisions have been made by the Calvert County Office of Economic Development. Discussions will continue and the County will research the potential benefits of the industry.
